V. Nuno Martins

JOB TITLE: Chief of Planning Analytics, State of Delaware – DHSS/DSAMH

V. Nuno Martins is a geographer and data-driven public policy specialist with 16 years of experience in applied research, data analysis, and program evaluation. He currently serves as the Chief of the Planning Analytics Unit at the Delaware Department of Health and Social Services, where he leads a multidisciplinary team responsible for monitoring behavioral health indicators, evaluating substance use and mental health programs, and developing geospatial models to inform strategic planning, overdose prevention, and service delivery.

Previously, he spent seven years at the University of Delaware’s Disaster Research Center, where he worked on several NSF-funded projects and conducted qualitative and quantitative studies on disaster management and public health crises. His earlier work at the University of the Azores focused on seismic risk, land-use change, social vulnerability, and demographic dynamics in the Azores and Madeira.

He holds a PhD in Disaster Science and Management, a Master’s in Geographic Information Systems, and a Bachelor’s in Physical Geography. He is fluent in Portuguese and English and skilled in statistical, qualitative, and geospatial analysis.
