BIOGRAPHY
Joseph E. Trainor, Ph.D. is a Professor in the Joseph R. Biden School of Public Policy and Administration at the University of Delaware and a Core Faculty Member of the Disaster Research Center, where he, conducts research, provides consultation, teaches, and mentors students.
Trainor conducts multi-disciplinary, mixed methods, qualitative, and quantitative research focused on different dimensions of disasters and crises. His studies include “basic” science and applied research. Recent projects have focused on: Disaster Researcher and Practitioner Integration; Warnings, Risk Perception, and Protective Action Decision making for short-fuse hazards; Post Hurricane Housing Decisions; Household Insurance and Mitigation Decision, Willingness to work during pandemics, and Multi-organizational Response systems. Findings from these efforts have led to two books, over thirty peer-reviewed articles, several book chapters, two dozen research reports, and invited publications, thesis, and dissertations. Many of these works are co-authored with students. Trainor frequently presents research findings to academic, professional, and public audiences.
In terms of instruction, Joe is a core faculty member in the Disaster Science and Management (DISA) program. He teaches courses and advises students in DISA, the Urban Affairs and Public Policy Ph.D., the Masters of Public Administration, and the Public Policy BA. He also serves as the Associate Dean of Academic Affairs for the Biden School of Public Policy and Administration, where he is responsible for the school’s academic programs and student support services.
Joe often works with applied agencies and has done emergency management consulting for the National Weather Service (NWS), Federal Emergency Management Agency (FEMA), Department of Homeland Security(DHS), the National Institute of Standards and Technology (NIST), and various state and local emergency management agencies.
