BIOGRAPHY
Gulrukh Kakar is a 4th-year Ph.D. candidate in Disaster Science and Management program at the University
of Delaware. Originally from Pakistan, she holds a Master’s in Disaster Management from Riphah
International University, Islamabad, Pakistan. Gulrukh integrates academic research with hands-on
experience in the fields of emergency and disaster management, drawing on her work with women and
vulnerable populations in Pakistan to bring a unique interdisciplinary perspective to her research.
Currently, Gulrukh serves as a Teaching Assistant for an asynchronous Cultural Anthropology course,
where she supports over 200 students. She is also actively engaged in the CHEER Hub under the
mentorship of Dr. Joseph Trainor and Dr. A.R. Siders. Her research lies at the intersection of equity, public
policy, and disaster management, focusing on advancing equitable funding strategies, optimizing
government decision-making, and enhancing community resilience.
